Units in reserve commitment do not benefit from a terrain?

In a living manual 1.11:
23.7.4. Defensive Reserve Unit Special Rules
Defending reserves are considered to be counter-attacking forces and normally do
not get the benefit of fortification levels in combat, though they do benefit from all
terrain modifiers that are valid for the hex being attacked
. The exception is that
reserves committed in defence to fighting in urban hexes will receive the full
defensive fortification modifier of both the terrain and fortification levels in the hex.
In a game vs Stephan61 i had 2 divisions in a swamp + 1 committed to a battle as a reserve activation, near Smolensk

as you can see on a screenshot that 107th RD has in battle CV of only 43 or around 4.3 if it would be on a map
but it is impossible to have such low CVs in a swamp

as at this stage i have typically 5-6 CV in clear hexes

what is going on here?

I'm pretty sure this has been WAD from day one in the series, with reserve units not getting the terrain benefits that a defending unit normally gets.

Then you/Rodger should definitely update that section of a manual.

after thinking about this i have to admit that what is written in a manual makes perfect sense
reinforcements from reserves comes as a counter attack and do not benefit from fortification lvls, except of some cases, but uses a terrain that is under attack

why it is not working as in a manual?

Which terrain is used now? Attackers? Reserve unit's? None?

with current implementation it is not worth keeping units in reserve near heavy woods/swamps as it will be much more beneficial to put them in that hex directly
