4.4.1 (Debug) Sub Combat Bug (Select Non-Sub)

1. MWiF version 4.4.1 (Debug).
2. Coral Sea. Japan initiates and commits subs. Search: IJN=1, USN=5. Only Japan finds.
3. Japan elects to fight a sub combat against the 0-box which gives them 7 surprise points.
4. Japan uses 4 SPs to reduce their risk to none. Japan is left with 3 SP.
5. USN risk is 2D, A. Japan allows the 2Ds to be put on and sink the 2 USA CPs.
6. Japan still has 3 SPs left and wished to "select target" in order to place the A risk on the USN CL.
7. However; MWiF didn't allow that. My understanding from responses I got in another section is that this is a bug.
