Splitting battalions into companies

First of all, thanks to the developer for this addictive, relative easy to learn and hard to master game. To me it looks like you got the balance between german tactical abilities, soviet heroism and the difficulty of the supply situation just right. Very well done.
It's a very nice feature allowing you to split units into smaller units. But what determines what units can be split down to companies? My first thought was that may depend on the quality of the unit and/or whether they are motorised, but that doesn't seem to be right.
For example: In 'Sixth Army strikes' you can't split the battalions of the 523. InfReg/297. ID (three crosses for Regular quality) into companies. But you can split the battalions of the 261. InfReg/113. ID (three crosses) into companies. And none of the infantry units (all three crosses) of the 100. JgDiv can be split down to company level.
None of the (motorised) infantry units of the 3. and the 60. Div (mot) can be broken down to company level, while all of them are veteran units. On the other hand the infantry units of the 16. PzDiv can be broken down to company level, them being motorised and veteran units.
So, if it is neither quality nor armament of the unit that determines whether a unit can be split or not, what factor is it?
Or did I miss anything important while reading the manual?
