Upgrade Planetary Administration Complex to Planetary Administration District doesn’t work: why?

On any of my colonies where there’s a *Planetary Administration Complex”, there’s an option to upgrade it to a Planetary Administration District, for 10,000 credits, which I have. But when I click on the upgrade button, nothing happens.
The upgrade button is not greyed-out, and if I hover above it, there’s no message indicating that it can’t be done (see screenshot below).
Anybody knows why... or is this a bug?

I have had this issue too.
But to my experience, you need the cash to build it from scratch the Planetary Admin. district cost 25k. So try and get that and try again. It will still only cost you the upgrade price. So yes it´s a bug, but you can do it, with just a bit more cash on hand.

I've tried it, and it still doesn't work.
How did you go about it? Did you scrap the administration complex and then built the administration district and got charged only 10,000 credits? Because if I try that, I get charged the full price. And if I try to upgrade, it still refuses even if I have the full amount required to build it from scratch (25,000 credits).
Also: what version were you using when you managed to do it? (I'm using v1.0.3.9).

Generaly i have this issue when i have a low amount of cash. I never see this issue when i have tons of cash.
If i can´t upgrade them i just wait a bit untill i have more cash and try again.
Seen this on all the versions of the game

I tried again, at another colony, and this time it worked!

Must be the infamous DW Gremlins...

I had similar problem as well, as the original post described. The icon became active at a certain point, and I suspect the cash on hand had to be much more then 10k (somewhere around 25k).

I think there is an undocumented population minimum for the conversion (?).

There might be, but I'm sure that's not what's going on in my game:
- I was trying to do the conversion in my most populated colonies, which are at max population.
- At one point, I was able to do it, on the same colonies on which it wasn't able to before.
I'm not completely sure yet, but It feels, as Es78 suggested, that it's more related to the cash you have on hand when you try to do the upgrade. It looks like you need to have a certain surplus above the upgrade cost for it to work.
If that's the case, it should be documented.

I used to have a bug in a beta ages ago, where I had to have 50k stored before the order went through - but it still only costed 10k.

This only happens to me when cash is being reserved for something.
E.g. I queue a colonizer. Mouse over the cash on hand it will say reserving 50k for colonizer. The game wont let you purchase (most things) until the colonizer is ordered or you have sufficient reserve above 50k (or whatever the amount is).

I remember seeing at one point that there was 75,000 credits reserved for a wonder. I'm not sure that it was at that time that I wasn't able to do the upgrades, but it might very well be the case.

There are definitely some inconsistencies in the way the game deals with such things. For e.g., reserving cash for a coloniser wont stop you from retrofitting ships and bases, or buying spaceports, but you cant order new ships or facility upgrades.
I like the idea of reserving cash for state construction, but it has to be consistent. I would even like to see the financial controls expanded to have multiple budgets. So you can allocate a percentage of income to various automation managers. Its very confusing to 'Reserve' 10% of your income, then have the game 'steal' it for maintenance and retrofits and resource trading. Makes a mockery of the 'Cash' figure displayed. If I reserve 10%, it should be mine!! Not the AIs.
It does beg the question though of how to deal with shortfalls in budgeting. Or excesses.
