25.8.1. restricts the maximum allocation of supply. Without replenishment in full of the normal consumption, the supply in stock is diminishing in time. The Germans do not have sufficient number of units for the purpose of rotation. How long of a unit to be stationed at the front line is the question I want an answer.

What is the normal consumption of the mot. and non-mot. unit per turn in WitE2?

I do not think general answers gonna help you.
Just open a game, and check units details.
And you will see how many supplies it is consuming.

When i was playing as an Axis i think that it was around 100t per ID with supply priority 3 in a quite sector.
The thing is that as an Axis you will not have enough freight, except of a North.

So theoretical and real consumption will be different numbers.

While as a Soviets...

As a Soviets people say that you might have problems later in the war.
As for now just select Stavka on turn 1, supply priority 4 and enjoy ;)
