Harsh winter

The manual says that harsh winter ends at the end of March. However, in the weather forecast window, harsh winter disappears at the beginning of March.
is it just my imagination, or do the winter maluses fade away over the course of March?

yes, they are limited in March, mainly the residual rail and truck effects.
its worth reading that section with some care as there are a few nuances (and check the Living Manual as some things were later clarified). At the core the worst affects for the axis player are not from it being a 'harsh' winter as such but come off snow levels (deep) and if the air conditions are blizzard. So if the weather flips to just snowfall a lot of the problems become relatively minor.
There is, as a result, a lot of variability, in my current game my opponent had something like 4 blizzard turns in December and Jan, simply not enough to put the Germans under real pressure (if they have a good logistics set up)

What Loki said for the weather - to extents.
March can be somehow muddy, snow is less intense, etcetera. So Germans are 'out' of the real danger zone.
But what really changes the game to me is how far the Germans are in Russia. If you play vs a human. I do not know how the AI is good at capitalizing on occasions.
If your Germans are stuck just by Smolensk when the winter hits, and Vyazma is Russian ... German logistics are kind of bound to be easier, than if the Germans were further east.

Recently stumbled across this in the editor, which I found insightful.
Again, these are not "Weather Fronts", but more accurately, "Weather Air Masses".
