How does the Lenin to Russia event get triggered?

Hi, I was wondering if there is a specific event or Russian national morale level that triggers the Lenin goes to Russia event.
DE 619 - Germany: Send Lenin to Russia?
Event fires: When Berlin is in Central Powers hands, Germany is
aligned with the Central Powers and fully mobilized, Russia is
aligned with the Entente and fully mobilized but with her National
Morale having fallen below 25%.
