Can saved oil be traded?

I believe it can, but I cannot get the interface to do it. I have a lot of oil saved in Mandalay ready for China... but the game keeps shunting oil in from Estevan/NEI and Port of Spain.
If it is allowed, but the game is not letting me, I will have to do some modding.

Yes. Saved oil can be traded. We just did it last turn in our game. Vichy sent a saved oil to Germany.

Vichy is at war or hostile?
If not, should it be even possible?
You can only give resources (or build points) if you are an active major
power and you can only give them to another active major power
(exceptions: Trade agreements ~ see 5.1, US entry options ~ see 13.3.2
and lending to Vichy France ~ see 17.4). Vichy France must also be
hostile to lend to other major powers (see 17.4).

Vichy was hostile to usa, cw and free france and France was on the verge of being liberated. So Vichy was going away at the end of the turn during the liberation phase.

I believe it can be traded, but if I remember correctly there is a very weird and unfriendly way of doing it. Select the resource, select it for trade on the Rail/ship box, and then click on the first empty line of the box of defaults (or something like that), that makes a window with the list of countries available to trade to pop-up where you can choose one.
It seems almost as if it was hidden on purpose.
