I noticed when I left personal location to the AI, that I NEVER had ambassadors in any other empire, everyone of them was always in transit. I could fix it temporarily by ordering them to a specific empire, but in a year or two, they would all be stangely all moving to the same empire again, and then away from that empire, etc. etc.

Recommend submitting this as a bug in the technical support sub-forum.

I've observed similar behavior, particularly with automated ambassadors being moved constantly from one spot to another, seemingly randomly. I'd submit it myself but I'm no longer playing the game, and prior to that turned off ambassador automation long ago.

It doesn't help that ambassador travel time is on the order of years. This is potentially realistic, but by comparison spies can get in and complete their missions in months, even targeting empires that are too far away to reach with current tech.
