Fleet refuse to attack when ordered to do so

Platform: Steam
Build version: 1.0.4.3
Severity: Medium
Saved game: One of my fleet refuses to attack an enemy fleet nearby when I order it to do so, while, nearby, another fleet of mine does when ordered to.
I did a few tests, among them 2 in which I set the recalcitrant fleet tactical settings and ship overrides exactly as in the other fleet. In one of those tests, the recalcitrant fleet did attack the target fleet. But in another test, it didn’t !?!
In another test, with again the same settings in both fleets, I ordered the recalcitrant fleet to attack the flagship of the enemy fleet, instead of the fleet itself. And it did attack it!
In that last test, I had also set the individual ships’ tactical settings identically in both fleets, even though they shouldn’t intervene since they’re overridden by the fleets’ settings.
All the action is in the Sefokhe System, near the Troasatixa colony, which belongs to the Teekan Industries, my sworn enemy “du jour”. The recalcitrant fleet is Raiding Force 5, and the other is Raiding Force 1.
The fleets have similar compositions (6 ships + 2 tankers), but Raiding Force 5 has destroyers, while Raiding Force 1 has frigates.
Different things happened in the different tests I did, but mostly, it goes like this (for the recalcitrant fleet): it “register” the order, but very quickly, the flagship’s mission revert to “No mission”, and the ships’ mission to “Escort [the flagship]”.
