Still no leader promotions. What`s happening?

I have played all of Campaign 42-45 and am on T90 of 41-45 campaign. I am playing on easy level (still learning) adjusted the Pref settings a bit in favour of the Russians. ie morale Grman morale 115 Russians 95. Am playing against the AI.
So far in not one single has been promoted though a few mostly allied have been dismissed and 3 leaders in current game so far have been killed.
Are my pref settings causing the code not to promote leaders or is something else happening ??. In WITW there were some promotions/dismissals and in WITE a lot of both. But WITE2 is devoid of them.
Is this a game bug? What player settings should I use to encourage it to make these changes?
