Garrison Regiments, Fortess Troops, and National gardes

Most of the nations in the game had naval gunners in their port cities, as well as garrison regiments in fortresses, and France had it's garde nationale. I've always found the ability for an enemy force to walk into a supposedly undefended city, sail into a undefended fort, etc, to be a little irritating. I've always believed these cities deserved some form of intrinsic garrison.

If you want your city to be defended you leave a garrison... :D

The problem is, if there were an intrinsic garrison in every town, I'd be asking "why can't I press those garrisons and national guard and whatever into my main army if I really need them?"

If you want your cities to be garrisonned, garrison them! It's a good idea anyway, in most cases...
