We need a way to deal with this...

So - you capture some abandoned ships or ships from conquering your enemy or pirate bases or whatever.
1st - I loathe that they're part of my empire. I don't want them. Should be a policy that is "disassemble all foreign ships for parts / tech / salvage".
2nd - When I "top up a fleet" -- it grabs these random garbage ships and assigns them. This is nice in the super early game when these ancient ships are essentially dark magic (which destroys immersion, but that's a separate issue). I need a way to say "NEVER EVER use hand-me-down designs as part of my fleets."
3rd - when I do spend the time to endlessly comb through my ships and send all of the alien designs to be scrapped - they can take millenia to be decommissioned. That's A) time I'm having to pay upkeep on something I don't want (and literally cannot get rid of), and B) it clogs up my system's shipyards for potentially a 100yrs of solitude. It's awful!
I shouldn't have to be burdened with these things at all - let alone pay for upkeep for 20 yrs as it slow boats out of some nebulae with no gas and a bad design that has no power for it's FTL drive. I should trivially be able to kill it / abandon it.
Part of the problem here is I like to have the ability to leave my constructors generally on "ask, but default to approve". I cannot catch every idiotic notion that they come up with and put the kabosh on it (plus, the game doesn't ever listen - it'll ask the same question and approve the wrong choice if I miss that message ever over time).
So - short of micromanaging every single decision - this is going to end up happening - at least - until we get a policy that says "DO NOT FOIST THIS GARBAGE ON MY EMPIRE"
