I am looking at a new laptop. Is the game okay with windows 10 or 11? Is the version of direct x an issue? Thanks for some info.

Game works fine on Windows 10.

Game uses DirectX 9.

The install will install the DirectX 9 drivers if they do not already exist on your system.

Any issue I have run into, I don't believe it was a result of Windows 10.

I havent had any specific issues using Windows 11 and directx9 while playing war in the east 2.

Windows 11 feels like a buggy mess in general, so if you have a choice i would stick with Windows 10.
