Hex Details Popup for wrong hex?

I am finding inconsistent behavior with the Hex Details Popup (Hotkey-K). I find that with the Hex Details Popup enabled, it often shows information for the wrong hex. According to the manual, "This pane will open after
the cursor is left over a hex for a few seconds... This panel displays the following information about units in the currently selected hex". However, more often than not it seems to be showing info for the hex of the unit I previously selected or even some other hex seemingly at random, rather than the hex highlighted with the yellow outline or the hex that I currently have my mouse hovered over. Below is a screenshot... note that I had my mouse in the hex that is highlighted, but the pane is showing info for some other hex, as you can see from the coordinates. Moving the mouse to a different hex would result in the same popup (most of the time). But there is no visual indication why it would be showing that.
To make matters more confusing, the hex info window that is shown in the info pane on the right doesn't contain coordinates so I don't know which hex it is referring to.
Is this a bug or am I just confused about the intended behavior?
