Program exactly?

Should it be 10% then 1 and 20% then 2 morale points lost?
What is it written in the program?

why would you lose 2 points with 20% of supplies while losing 1 point with 10%?

It reads ok to me. If suppliers are less than 10%, chance to lose 2 points. If supplies are between 10%-20%, then 1 point

My layman sense is:

Let say morale is 75 and 100 tons is the need. You receive 89 tons which is less than 10% of the need. Morale is reduced to 73 (75-2). If you receive 79 tons which is less than 20% of the need. The morale becomes 74 (75-1). The less the receipt is the higher the morale.

Unique.

I'd suggest not to look at it as a 'layman' but read exactly what it says.

Its not a 10% shortfall against need, which I think is how you are reading it.

its 10% of need, so if you need 90 and have 9 or less, that is 10% of need.

do hope you are not involved in wage negotiations or your work colleagues are going to be disappointed

In consideration of the case as attached, please advise which case would be applied for the minimum of supply to be received without the penalty of morale:

a) Min. supply req'd = 288 * 20% = 58 (57.6 rounded up)
b) Min. supply req'd = (288 - 177) * 20% = 23 (22.2 rounded up)

Would some kinds of leader checks required for losing the morale point? If so, what kind?

but it is not what supply is received but what is stored in the unit at the end of the logistics phase. So in your example :

177 is stored in the unit but it needs 288 stored to be at 100% of need. What is stored is 64% of need so no penalty

If the values were...

144/288 then 50% stored so no morale penalty

100/288 then 35% stored so no morale penalty

72/288 then 25% stored so no morale penalty

58/288 then 20% stored so no morale penalty

55/288 then 19% stored so 1 morale point penalty (as it has dropped below 20%)

30/288 then 10% stored so 1 morale point penalty

26/288 then 9% stored so 2 morale point penalty (as it has dropped below 10%)
