Transfer Urals Resource Standard Campaign

So I am looking over some of the decisions and I noticed something

The transfer of Industry to the Urals Event(s), IDs listed below

452

The events turn on industry in the Urals but it never turns off anything in Ukraine (or take away anything).

What I saw was an event in the supply.txt that just does damage to a few resources that will be repaired in 3 turns (correct?).

So their is no actual transfer of resources, its that entire new resources have now become available to the Russians so if they loose no territory their production actually goes up due to this event.

Am I reading this correct?

If I am, is their anyway to have a resource turned on but then turn it off later (by event). I tried in the resource.txt but it did not work.

Ans is their a way to turn off a resource but keep the Supply the location generates the same? So if it is a city that produces 5 MPP and 5 supplies can we just make it 0 MPP and 5 supplies through some event?

You are right, the USSR gains more resources and if they were not to lose their industries in Ukraine, or they recapture them, then they benefit more.

The only way to stop a resource from providing MPPs is to use a Strength script to hit it, though you are correct in observing that it also reduces its potential supply value, we don't have a way to deactivate a resource as such.

I found a somewhat way around this by using supply.txt and setting the TYPE to 2 and create an event (with damage 10) for each major power. Then linking it back to the Urals Decisions. The downside is the Supply goes away as well so I limited my event to just the mines and no cities.

Yes, that's the only real way to do it.
