Air resupply between Allies

Why Australia (and every Allies minor nations) can't used the air transport unit of UK or of USA?
Not sure...it has always been that each country has to supply their own troops with their own air.
Same thing could be said for why can not US air not supply the UK units? Their ships can.
I am fine with the current rule though.
