Out of supply ports, fuel and ship efficiency

Al, if a port is out of supply...and you place ships in that port, should they lose efficiency?

What I am seeing is that they do not.
They do not gain...but they do not lose either.
BUT they do lose fuel.

I think they should be losing efficiency also since they can not resupply.
They are sitting in a port with no fuel and no supplies under a blockade.

Perhaps I am mistaken...but then why should they lose fuel?

It's a minor rules that really has no impact on things and only adds complexity and frustration.

No gain, no loss is fine.

I suppose but infantry and planes lose efficiency...seems odd that naval would not.

Do you lose oil in port if you are in supply? I mean naval units.

Good question...

From what I can tell...


They lose supply since they are not in supply BUT do not cost any more oil.

So a ship in a port out of supply does not lose efficiency or cost any more oil.
