it does not make any sense
i think that formula that is using exp of a units to calculate losses in a route should be adjusted accordingly
for a save,
game vs fracas, Soviet turn 11

This appears to be a problem where the probability density function [PDF] of the retreat results crosses well over the PDF for rout. So an extreme result on retreat is worse than some random rout result, which is unexpected for the user. This might be working as designed, but is quite unaligned with an expected result. If there is a pattern and depending how far the tails overlap, this could lead to an exploit.

Losses come from retreat attrition, which are dependent on odds and how many elements are already damaged. I don't know that routing by itself causes additional losses over the basic retreat attrition losses, so if not, could just be a function of how many vehicles were damaged before the retreat attrition was applied.
