It only happens in the 1939 scenario, since the rest of the scenarios start with the Baltic states already occupied by the USSR.

I found the problem. Fixing one issue created another. I'm on it.

I figured out what it was. It did impact scripting. I corrected one bug about surrender and created a new one.

I put up a post to grab the 3x 1939 scenario files and replace them in the my games folder.

This is a quick fix for the error until the next patch. I am asking for a hotfix just to replace these files in the builds so everyone gets the update automatically.

It will allow the Baltic States to be annexed by the USSR. But the current 1939 games can't be fixed that started after the patch. It has to do with hex conversation after a surrender.

That I know of it is. I ran a 1939 all the way till the Russians Annex the Baltic States and it worked as expected.

If I remember I did a hotfix for this. It shows 1.00.171 on the launcher but not the game.
