Don't remember this event before what does it mean and how is it triggered?

Per the 1939 Strategy Guide:

"DE 318 – USA: Keep French Aircraft or Send Them to France?
-- Event fires: On the 3rd August 1940 when Toronto is in Allied hands and France has not surrendered.
-- Cost of accepting: 25 MPPs.
-- Yes: France will receive a Tactical Bomber and Medium Bomber at Algiers, both at strength 10, without
upgrades. Note that these aircraft will arrive elsewhere within French territory if Algiers has fallen
by this point.
-- No: When the USA enters the war she will receive a Tactical Bomber and Medium Bomber at New
York, both at strength 10, without upgrades."

Also, if France has already surrendered by 3rd August 1940, the same option will be provided to the U.S.
to either deliver the aircraft to Canada & the U.K., or keep the bombers for itself.

Another note: If you get offered the Canada / UK option in August 1940 the Canadians get a maritime bomber (not a medium bomber) and the UK gets a tactical bomber. The maritime bomber is worth less MPPs but is still very useful / popular at that time in the game. It can be operated anywhere under Allied control (it doesn't need to stay in Canada, unlike the Iceland maritime bomber which is another story...).

Very very minor point, but the planes always seem to appear near Chicago for me - not NY. It makes no difference (as they will be operated to Europe or Asia anyway), but maybe the Guide needs a correction. Or maybe Chicago is an alternate location if NY is full?

I just checked the script for that RE, and the programmed destination is Chigaco, not New York. I thought I had quoted the current Strategy Guide, but may have made a mistake there.

Ok thanks guys so nothing I can do about it as Axis then.
