Is ACW better in terms of flanking and repeated attacks?

In the other SC games, I could pound a corps for 30 turns and it will regain strength and maintain morale even if it's cut off from large sources of supply. are things a bit less static in this regard?

edit:

Just watched the VTH video, it's the same thing again. 4 units hitting 1 garrison at harper's ferry from all sides and they just take a measly 1 dmg and survives all attacks. sigh.

That all changes once you have divisions and then corps.
Brigades can't detrench..hence why 3 brigades hammering on a regiment at Harpers Ferry at the beginning don't give much damage.
Proper HQ attachments will help overcome this with brigades.
Once larger units with upgrades combined with quality HQs take the field, combat in ACW gets quite bloody very quick.
