Custom Campaign Number of Enemy Units

Can I just confirm that during a custom campaign the enemy does not get infinite units?
I ask because I'm going to play as NATO and during the first few battles I will likely look to trade territory in order to inflict maximum damage on the soviet OOB. - Is this a viable action?
For anyone that was curious the answer was delivered via Discord - My understanding is the AI doesn't get infinite units - it gets points based on performance (same as the player). But the AI does get more points to stop it getting steam rolled. (If my interpretation is wrong please correct me).
So in my custom campaign the AI has 100 aircraft..which is a tad annoying!
