The attached zip file is of Japan set-up in Decline and Fall using 4.4.1. If you set up Japan, and then cycle to setting up Germany, the game crashes.

I did not try your file. Just wanted to let you know, that we managed to play Decline & Fall scenario two times under 4.4.1, so it is possible, but I don't know under which conditions.
