Does anyone know if the VP's accumulated by the Soviets are:

1. Part of the running total for the Allies throughout the game.
2. Only apply to the Soviets until they join the Allies, at which point further points go towards the Allied total.
3. All Soviet VP's accumulated are added to the Allied total in a lump sum when they join the Allies.

No idea but if Japan declares war against USSR, and the VP points are not increasing, maybe we have an answer.

looks like soviet vps count whether they are neutral or not
