Refueling and Mining Rights

My advisor suggested I cancel military refueling rights to an empire. Why would they suggest that? What is the downside to giving military refueling and mining rights to another empire?

Edit: I just got another suggestion that I stop allowing that empire to build mining stations in my territory by cancelling their mining rights.

What exactly does each policy permit, that of allowing mining rights and of allowing military refueling.

Refueling ... would allow them to reserve/purchase fuel at your mining stations. Presumably this means potential logistical conflict between your ships needing refueling and theirs.

Mining ... would allow them to build mining stations and /or mine within your territory ... you could potentially reserve / purchase resources from any potentially built stations 'run' by them; also, you could potentially trade for the mining stations they could build in your territory.

It permits exactly what it says. By granting these rights there's a small bump in diplomacy relations.
