I've been attacking Jefferson City on every side for three turns and the unit's entrenchment never decreases. I've gotten strength down to 1 twice but then reinforces and I'm back where I started. Should entrenchment decrease after each infantry attack?

That's working as designed - Brigades and Cavalry do not de-entrench their targets, however infantry Divisions and Corps will.

Thanks. I wondered because the tutorial suggests that it should be easily taken in one or two turns.

Usually it can, it looks like you've just been unlucky with the combat rolls.
