No end date?

Most of TOEs have end date. However, some of them, in particular the German's Infantry TOE, have last year and last month set to be zero. Are there any particular implications to it?

If I was to guess, setting an end date to 0 may mean the game never checks to disable it.
Thus, it lasts throughout the entire game.
But I have not reviewed the items in the game, myself. So, this is just a guess.

some do also lack a start date. Probably just a cosmetic issue.
AFAIR in WitE1 1.08+ I had to fix them due to a change in the game engine part handling OB updates.
