Pease fix/change the draft event. Playing as Union it popped up and I took it and got the 4 divisions. Problem is it does not increase your max divisions pool, so if like me you already topped out the pool you get 4 temporary divisions. Once they are lost they are gone forever as you cannot rebuild them. I am now suffering periodic riots (assume they will last for the rest of the war, not sure), and all 4 divisions havve died and cannot be rebuilt.

So please add a warning to the event letting players know if their pool is maxed they will not be allowed to rebuild the divisions if they get destroyed, that or increase the max divisions allowed pool. I would prefer an increase to the pool as you are drafting vast numbers of troops after all. As it stands now I will never choose the draft event again as it appears to have no real benefit if taken other than a temporary increase to your army size that won't last more than a few months before losses wipe out the 4 divisions.

The riots are one-off events: up to four will fire in different cities across the Union in the turns immediately following the acceptance of the draft decision, but once a particular city has been hit by a draft riot, that city will not get hit ever again.

I do think you may be underrating the draft a little bit here (though saying NO to the event is a perfectly valid response - that's why I make it a decision after all ). Those four divisions are four free units that you would not have otherwise, saving you around 1200 MPP if you were to purchase them instead.

If the riots only happen once, then I agree it makes the draft worthwhile. Though I still think the force pool should be increased to allow rebuilding of the divisions, the drafts historically pulled in vast numbers of men, four temporary divisions does not feel like a vast increase to manpower for the rest of the war, though I suppose the draft event might fire once a year or something which would help simulate the overall manpower increase for the life of the war.
