Naval Unit Retreat from Port

This is not a big deal as we implemented a house rule but we had a situation where a port with more than 6 naval groups were forced to retreat due to the port being taken by an enemy ground unit. There was actually 8 naval groups in the port and they all retreated to the same hex so at the beginning of their next turn they were overstacked. We are playing the 1941 Small Fleet scenario.

Are they able to move as overstacked or attack or even on the retreat turn be attacked?
That would be the issue for me.
Over stacking on retreat, I would personally be okay with since if you split up the fleets all you would get is people complaing...why did the CV get split and be alone? Or why did the DD get split and be alone?
Hard to guess how that should be handled and I suspect there would be far to main complaints and you could not make everyone happy.

If you can't attack or move overstacked with them, I think this is okay. This could be reproduced in hotseat.

It shouldn't be overstacked. I will add this to the list of bugs.
