Some equipment has a national flag behind it.
Can you give (new) equipment its own personal flag?

See the "Country - Date" buttton on the Equipment Editor.

Is there a list of which flag belongs to what country on the flag bitmap?

? Just enter the country name on the button I mentioned.

Edit: If you mean the Force Flag popup in the Force Editor, mousing over each flag will show its country in the Info Panel.

That's a good idea.
I'm planning on maybe changing some into napoleonic flags.

It hasn't been mentioned, but for a scenario the Flag Roundels should be modified to match the Force Flags.
