confusion about chits

I can sometimes miss obvious things, so it could just be me, but I was initially confused about the chits for diplomacy and research. I thought when you clicked the up arrow or down arrow, you were changing a commitment to spend every turn. I haven't played Strategic Command games before, so that's probably the source of my confusion.
In retrospect, it makes sense. You are purchasing a chit which represents a one-time investment. When you click the down arrow, you are asked if you would like to get 50% of your investment back.
I'm loving the game, by the way. It really grows on you. Initially, I wasn't sure I liked the music, but now I quite enjoy it and I find that it fits the game rather well.
I have only played single-player, but looking forward to playing a real person at some point.
