Bombardment- does it do anything?

Bombardment seems to cause very few casualties. Does it do anyhting like lower enemy morale or cause disruption? Can it reduce fortification levels?

Actually I was asking about ground bombardment but the advice on naval bombardment of coastal hexes is also very helpful. I will try getting better recon to see if that improves my hit rate. Yes. I can imagine it can be very powerful against troops in the open.
