What is the difference of Delay = 250 and Frozen = 250?

Educated guess.

Frozen - in the game and on the map from T1 but cannot move until the number of turns has expired (or an approaching enemy unfreezes it).

Delay -does not enter the game until the number of turns has expired; like reinforcements.

there's no scenario running for 250 turns so delay 250 equals disabled
