DEC 510 Clarification

Hi,
In a current MP, my Yankee opponent has occupied all the West Virginia towns by Dec 1861. I thought to thwart this by having a CSA unit within 10 hexes of hex-137-51. Did a double check in the strategy guide (its been a month haha) and saw that its actually hex 157-51 according the DEC text. I believe its correct and it makes sense..I need to get a unit across the Potomac River (not good unless going all in probably) to thwart statehood for W. Virginia. I believe I had fixated the trigger hex within or near western Virginia, and was going to send a Ranger to scamp around in them thar hills.
Anyways..was hoping for a confirmation that this is true.
