Independent Colonies and Planet Preferences

I just want to make sure I’m doing something right or the UI doesn’t like me -
I have colonised a haakonish independent colony in my system with humans - realising the planet is not friendly to humans I’ve now taken them all back off again and the planet is purely haakonish
When I go to new colony possibilities I’m only getting a settlement percentage for humans not haakonish - now I know they like swampy jungle planets and I found one and despite only seeing the human percentage figure for it I decided to settle it for the haakonish - the only problem is I’ve built a colony ship actually at the haakonish colony but it won’t load them - if I automate it it flies off to load up humans - if I manually control it it won’t let me pick up the little green fellas
I settled the planet with humans and am now shipping haakonish there by passenger ship after fiddling the immigration policies around - is this the right way of doing things?
Is there a reason the haakonish don’t want to leave their colony?
