Red "!" on British port for mobilization

The British port with an "!" indicating that the British will mobilize if a ship is within 4 hexes of a blockade runner port is red. But there are no Union ships within 4 hexes of these ports. Am I missing something? Couldn't find any reference in the rules.

That's just there to tell you not to move a ship within 4 hexes of the ports in question. If there's no ships there then you don't need to do anything

In the other SC games, blue means you are complying, red means you are triggering the event.
