A new concept of using reserve units

Currently, reserve units react during a battle.
My idea is that the reserve units can react not only to the battle but also to the movements of the enemy units.
Any unit of the active player that moves in the enemy hexes (pending friendly included) could be subject to an attack (counterattack) by the units of the inactive (non phasing) player. The result of such a counterattack would be torn movement points, possible for both sides depending on the result. A moving unit could thus be forced to retreat.
Deep flanking the enemy would no longer be relatively easy. Therefore, winning one battle would not mean that the units moving on the enemy's hexes will reach exactly where you plan.
Each HQ would have a new feature: Reaction Range allowing for more precise use of Reserves.

sounds interesting but may not be that easy to implement.
non-mot reserve units could be limited to do 1 hex move, mots 2 hex moves while attempting to 'interdict' enemy ground movement. Reserve units are basically acting as fire brigades, attempting to plug holes in the frontline
