West Virginia.

Every time I've played as the Union I've always gone for West Virginia. I'm wondering if it's worth it. The one time I made it a State I think that was a big mistake and I've never done that again.

Later in the game there should be an event with it. I am guessing if you're playing for the long haul you may not want to give it up for free? Short term it's a supply nightmare..historically Lee was humiliated here... Hard to believe he ever commanded anything ever the Philippi Races

The supply situation is made much better for the Union, if it is made a state. Also, you don't need to worry about the partisans spawning after statehood. Though supplies are not good, the various roads out of the state will still need to be guarded by the Confederates. Even if you don't want to spare the units to make that threat, it is easier to defend as a friendly state, than as a hostile.
