Despite having the right ion protection and armor on the spaceport design, I am unable to build it inside a gravitic storm, As soon as it gets queued it gets destroyed. I think it sometimes rarely works, like 1 time out of 20.
To reproduce just try to build a spaceport on the colony Ackdara.

Nothing strange actually coz ion defense wasn't ready yet.

There is a kind of workaround/exploit...
To build a base inside a Storm, a resort around a black hole,
Order it to be built AND DO NOT WATCH IT
Check back later and see if it was built.
If it was built, YAY!
If it wasn't built, reorder it and look away.

The game can get busy doing things and sometimes only updates the area that is active on screen. The game clock knows that Base XXX should be done on Date YYY, but doesn't process the intervening events unless it is scanned or watched.
