AI keep crazy amount of ships not in fleets?!?

I'm trying to get some feel for how the AI operate for some modding, but it seem impossible to stop the AI from using pointless roaming ships that is never attaching to fleets. Even if I tell the AI to keep only 1% not in a fleet it still roam around wasting its military ships at close to 60-70%.... this is why I never seem to meet much resistance from the AI, at least in the early and mid game.
There is very little point to have more than 5-10% as roaming ships, if even that. This hampers the AI immensely and is a bit frustrating!!!
It almost feel pointless even trying to get a competent AI, as a human player I understand why my fleets keeps trashing even more powerful empires... all their ships roam around engaging me piece meal or not at all!?!
