Where can I find the flare stats/code so I can adjust the % of successful firing and drift?

Easiest would be to follow the second technique

Change AAI parameters from scenario specific *.lua file

("starshell" is a throwback to the original JTCS, a WW2 game series where "starshell" was the preferred term over "flare". The game code still refers to flares as "starshell" internally.)
