Russian's dont surrender

Tried a very long experiment - Campaign game, no early end. Bumped up German morale/logistics/admin, lower the soviets a little, and played with fog of war off. Took every hex available to enter minus some of the tundra waste land north of Archangel. Not one soviet unit/HQ/air unit remained on the map. Wanted to see a) when the Russians would surrender, b) could you take everything, c) how do you kill off all the HQ/AVN units - that answer was basically when they ran out of airbases. The Russians never surrendered. They were left with under 1M manpower, but no icons on the board and couldn't be attached to a town/city as I took everyone. Was surprised they didn't capitulate at some point. Also, at some point near the Urals, I stopped getting victory points for taking cities.
