[1.11.08] SHQ no longer ignores "can't go below 3 power" during transfers

I don't see any mention of this in the patch notes, so I'm assuming it's not an intended change. In past versions, you could freely transfer any and all units out of an SHQ - there was no requirement to keep anything in it to maintain the unit, so it made good sense for the "Transfer/BG" screen to ignore the minimum power rule and let you empty SHQs. However, in my game in the latest version, they must follow the same rules re: transfer as any other unit. They can empty themselves via automated reinforcement, but not manual reinforcement. As a result, I'm finding myself forced to recruit a buffer of several infantry in order to transfer units out. It's not gamebreaking since it's easy to work around as long as I have a small number of resources on hand, but it is annoying, and doesn't feel like it was an intended change.

Thanks for reporting. I'll look into this early september when I am back from holidays. I agree that this is not working as I intended.

However did you try to transfer EVERYTHING out? It might be the case it bugs at 200 infantry left in SHQ but not at 0 infantry left.

Yeah, it still bugs at 0. Anything less than 3 power is currently a NOGO.
