Playing PBEM as the Confederacy and Kentucky joined the Rebellion on Turn 3.

Union forces attacked Springfield, MO twice and failed. Is this what caused Kentucky to Rebel?

Saying YES to the DE to attack the Missouri State Guard will push KY towards the Confederacy, but won't be enough to push them over into seceding all on its own. The only other event that can push KY towards the Confederacy is Garibaldi, but he won't have fired yet.

Seems likely to me that your opponent invested in diplo and got lucky.

I have seen this happen, but it sounds like the OP is the CSA sohe didn't mention doing diplo but it always happens like this:

1. USA attacks MO
2. CSA does diplo on KY
3. Diplo breakthrough +36%for the CSA -> Joins

It happened to me, Twice just after USA invaded MO. And with only 3% diplo on KY. Very lucky, indeed. And the other with Garibaldi's event
But KY is very hard to defend as CSA. Use it just to delay US, and stage some Cavalry raid (often Kamikazes) Use Brigades, and burn some big US cities. You'll see Us Moral plummeting. ^^
