Forts in ACW

I believe the Forts are a little weak in SC ACW.
My recommendation: Instead of .5 for each Fort Modernization Tech, make it +1.

I'll do you one better: Fort Modernisation is already +1.5 per level

Forts are a speed bump in the right location and a free city in the wrong location... Even if the South was going for one.
