Is this a zero sum game in terms of FS? or do you recoup only a part of what was lost?

I believe recapturing is half (50>25) and only once. That is after losing and recapture FS is 0.

Thanks, this was more or less what I thought. But is it systematical or there are exceptions, i.e. losing Norfolk or say New Orleans? We are talking of thousands of FS here I believe.

This sometimes leads to odd situations where if an objective that is only a town has traded back and forth then it no longer really matters. Jackson, MS is an example of this.
