4.4.1 (Debug) Victory Totals wrt/Completely & Incompletely Conquered MPs

Situation:
1. MWIF 4.4.1 (Debug). Game file (VP.zip) attached.
2. Germany was completely conquered (Nov/Dec 1944) by USA.
3. Italy was incompletely conquered (Nov/Dec 1944) by USA.
4. Italy's new home country is Italian Somaliland and capital at Mogadishu.
Question/Bug?
1. Germany still gets credit (victory totals) for Oslo & Stockholm. Is this correct? Or should the CW whose capital is closest of all the MPs (CW, USA, France, USSR, Japan & Italy) still left in the game get the credit for the 2 VP?
2. Italy still gets credit for Istanbul and Athens. Is this correct? Or should the USSR whose capital is now closer than Italy's (new) capital at Mogadishu and all other MPs still in the game get the credit for the 2?
