I was running the WW2 Crete scenario in TOAW IV; it's a 9 turn scenario with no events to allow the turn limit to be extended. I'm pretty new to the game so I'm probably missing something obvious, but at turn 9 the game did not end, and by turn 11 it was still going. What gives?

It could be this one, which allows the scenario to continue for an unspecified number of turns.

I think I was the one who hosted this game, and I've not used/altered game options before. When hosting a game (or going into it in single player), is it up to the host to first check the scenario and then, if one sees there are no events to allow a variable turn end, that that option should then be turned off? And vice-versa for games with a variable, that should be left on?

It would be nice if a scenario could auto adjust those game options just for the scenario you are about to run (if need be).

You can. In the 'Select New Game' screen, there is an Options Button on the bottom row of buttons.
